Abstract

The Sidoarjo Regency Government issued Sidoarjo Regent Regulation No. 41 of 2016 concerning Population Administration and Civil Registration Service Packages, to streamline services at the Sidoarjo Regency Population and Civil Registration Service to the community. Package services are Package A, Package B, Package C which takes care of the issuance of Marriage certificates (package A), Package B takes care of the issuance of Divorce certificates and Package C which takes care of the issuance of Death certificates. The purpose of this study is to describe the implementation of population administration and civil registration packages, namely: package A, package B, and package C at the Population and Civil Registration Office of Sidoarjo Regency. The type of research used in this research is descriptive using a qualitative approach. The subjects in this study were the Population and Civil Registration Service Apparatus of the Civil Registration Service Section. Data collection techniques in the form of observation, interviews and documentation. Data analysis techniques in the form of data collection, data reduction, data processing and drawing conclusions. The results of this study indicate that the implementation of Sidoarjo Regent Regulation Number 41 of 2016 concerning Population Administration and Civil Registration Package services which were analyzed using George C. Edward III's theory with four indicators, namely: communication, resources, disposition, and bureaucratic structure, had been implemented in accordance with established rules. However, in practice there are still shortcomings in communication indicators, namely clarity of information to the people of Sidoarjo Regency as well as staff resources and facilities. This is due to the limited number of employees as implementers and the less wide waiting room for services when compared to the large number of people as applicants. It is recommended for the Dispendukcapil of Sidoarjo Regency to increase the intensity of socialization to the community and the number of employee personnel and also to arrange the layout of the waiting room so that it is wider than the capacity of the previous service waiting room.
