Abstract
Weak awareness of transportation owners and drivers of traffic regulations regarding of transportation operation on the road. Inadequate transportation can be seen from the condition of itself and some of the functions are in that transportations all of which can endanger the other drivers and road users. The KIR book has a very vital role in the operation of the transportation which is evidence that guarantees the safety of the transportations that will operate. This policy is actually an opportunity for irresponsible individuals to get the illegal certificates easily. This deviation have an impact on the disruption of passenger comfort and even result in material loss, endangering passenger safety to the loss of someone's life. The method used in this study uses normative legal research using a statutory approach and a case approach with various sources of legal materials. The results of the analysis that have been carried out can provide a deterrent effect on irresponsible people and to make them aware of the importance of checking their transportations for the safety of drivers and road users around them so that transportations are feasible to operate on the road with original KIR books, stickers and the original plates
