Abstract
The implementation of the Prosperous Family Card (KKS) program in Gayungan sub-district, Surabaya City, there are factors that can hinder this program from taking place, namely the lack of socialization and education of the KKS program because there are still poor people who have not been registered, so that the program is not yet on target. This study aims to determine the implementation of the Prosperous Family Card (KKS) program policy as a means of improving the welfare of the Gayungan sub-district community in Surabaya. The results of the study show that the implementation of the Prosperous Family Card (KKS) program in Gayungan District, Surabaya City, has not run effectively. As there are still beneficiaries who have not been registered, socialization is only carried out to KKS recipients, in the data collection process carried out by the government the data used is the result of the 2011 Social Protection Data Collection (PPLS) conducted by the Central Statistics Agency (BPS). So that it does not match the conditions in the field, it is necessary to provide direction and attention to the community as well as validate and update data in order to minimize jealousy in the community.
