Abstract

The village has legal power in running its administration under the village head and other village officials who are also overseen by the BPD or the Village Consultative Body. This is stated in the various rules and understanding of the village according to Law No. 6 of 2014 which must be understood by Indonesian citizens. This research was conducted in Semambung Village, located in Gedangan District, Sidoarjo Regency. Semambung village itself was led by a female village head for the first time in more than 30 years led by a male village head. In carrying out their duties the village head is assisted by the village secretary and employees in several fields of work. This study aims to determine the leadership role of female village heads in improving the performance of Semambung Village office employees. To find out the leadership role of this study using 5 leadership roles according to Hamalik, namely: The role of the catalyst, the role of the facilitator, the role of the problem solver, the role of the connecting source, and the role of the communicator. And to find out the factors that influence the performance of this research employee using Performance Theory according to Simamora which has 3 factors namely individual factors, psychological factors and organizational factors. In this study the authors used a descriptive qualitative research method. The results of this study indicate that the leadership role of the female village head has been applied since the beginning of her leadership and can reduce problems that occur in the organization. But there are other things that are still obstacles, namely several factors related to employee HR such as educational background, demographic factors such as employee age, abilities and skills, and job design.
