Abstract
The use of information technology has become the main dimension in the wheel of life of the nation and state. This awareness is evidenced by the participation of the Ministry of ATR/BPN in digitalization innovation. The Ministry of ATR/BPN through the Surabaya City Land Office 1 as the executor organizes textual data information services in the form of online land identification checking services available on the https://htel.atrbpn.go.id/ website. The purpose of this study is to analyze how the implementation of online land certificate checking service innovation through website and what factors are supporting and inhibiting as well as efforts to overcome innovation barriers. The type of research used in this study is descriptive research with a qualitative approach. The results showed that the innovation of online certificate checking services improved the performance of the Surabaya City Land Office I to be effective, efficient and transparent in providing services to applicants. Supporting factors include human resources, quick response in service improvement, organizational culture and government policies. Inhibiting factors include administrative and technological barriers. The effort made is by re-data validation and technology development plans.
