Abstract
It has become an ongoing problem in Indonesia regarding environmental issues, namely waste management. Garbage is material, material or whatever is unwanted from human activity. Meanwhile, waste management is a systematic, comprehensive and continuous activity that includes waste reduction and handling. This study aims to examine the effectiveness of the implementation of Sidoarjo Regency Regional Regulation No. 6 of 2012 concerning Waste Management. The research method used is empirical research. This study seeks to analyze law which is seen as community behavior by using the main data sources in the form of field data, interviews and observations. The results showed that the application of the Regional Regulation of Sidoarjo Regency Number 6 of 2012 concerning Waste Management has not been effective because all the elements in the theory of legal effectiveness have not been fulfilled such as public understanding of Regional Regulations is still minimal, law enforcement is not yet massive, infrastructure is not evenly distributed, public awareness is relatively small and culture
