Abstract

This study aims to find out about the measurement of individual capacity through the design of potential standards and job competencies of several Bureau Heads based on the job description that is in the environment of Surabaya Bhayangkara University. Bhayangkara University is an educational institution that is under the Brata Bhakti Foundation East Java Regional Police (YBBDJ). At Bhayangkara University Surabaya itself has not set a standard for measuring individual capacity for potential and competency positions Head of Bureau, moving from these problems researchers will create a standard design of potential and competency based on the job description of the Head of Bureau. It is hoped that through the measurement of potential and competency, this can help the Chancellor, Vice Chancellor I, Vice Chancellor II, Vice Chancellor III and all relevant staff in carrying out their duties and vision and mission at Bhayangkara University, Surabaya. In this study, the object of the research is the prospective Head of Bureau. The data used by researchers are primary data and secondary data obtained from interviews, observation, and documentation. The analysis technique used is the Personal Spider Plot. So that the results of the study obtained a total standard value of 62.00 with GAP 2.25. Mr. X obtains a total value of 64.25. Based on these results Mr. X is categorized as "Above the Standard", while Mr. Y gets a total value of 55.25. Based on these results Mr. Y with GAP -6.75 is categorized as "Under Standard". From the trial of recruiting prospective Bureau Heads based on the job description, it can be concluded that the one who deserves to be the Head of the General Administration Bureau is Mr. X with the acquisition of a total value of 64.25.
