Abstract

E-Kinerja is prepared by the Minister of Administrative Reform (Menpan) and implemented by the State Personnel Agency in 2016 which is implemented by 14 cities, namely the State Board of State Officer Regional office with the initiation of centralized socialization. The transformation of this technology-based system is done to facilitate the employee in entering his / her work every day and is expected to make it easier for the appraisal officials to monitor and assess the daily performance of Civil Servants as stated in UU No.5 No.5 2014 on Civil Servant, the performance of civil servants is based on performance planning at the individual level and unit level or organization, taking into account the targets, achievements, outcomes, and benefits achieved, and the behavior of Civil Servants themselves. E-Kinerja Application Implementation Research aims to describe how the implementation of E-Performance in improving performance performance of Civil Servants. This research uses descriptive qualitative research method. The location of this research is at the Regional Personnel Agency II Surabaya. While the technique used in determining the informant that is by purposive sampling technique. While the data collection techniques used include interviews and the use of written documentation. Further data analysis techniques used by researchers is by data collection, data reduction, data classification, data presentation, and the last drawing conclusions. The results obtained from this study indicate that the implementation of EPerformance applications in the BKN Regional II Surabaya runs but still needs improvement and refinement both in terms of human resources that implement and from the application system that runs to create an effective and efficient performance.
