Abstract

Public Passenger Transportation is passenger transportation using public transportation that is carried out on a rental or payment system. (Warpani, 1990) In the Transportation Service Guidelines No: SK.687 / AJ / DRJD / 2002. It is stated that the headway for bus departures for ideal conditions is 5 minutes to 10 minutes with a load factor (Lf) ≥ 70% of the number of seats sold. Based on Law No. 22 of 2009 concerning road traffic and transportation, it states that the government is obliged to provide public transportation for transportation of people and goods between cities between provinces. Based on the regulations of the calculating office Number: SK. 2462 / PR. 301 / DRJD / 2015. that the lower fare for inter-city transportation is IDR 103 / km. Meanwhile, the upper tariff is Rp. 167 / km. In this study, an analysis of Headway time and Load Factors was carried out on BOK (vehicle operational costs) based on the regulations of the transportation service No: SK.687/AJ/DRJD/2002. The object of this research was the PO Bus Harapan Jaya Patas for the Tulungagung – Surabaya route. From the results of the study, it was found that the actual headway was 15 minutes with the number of passengers 30, while to get a load factor of 70%, a headway of at least 15 minutes was needed. Based on the actual headway, it takes a number of (K) 22. Meanwhile, for H 15 minutes, you get K (minimum number of vehicles) 30.
