Abstract

The government issued a policy system of CAT (Computer Assisted Test) aimed at maintaining a system of order, justice and have the same rights for the community. The CAT (Computer Assisted Test) system is used to support the implementation of ASN (State Civil Apparatus) management in realizing ASN that is professional, honest and fair in carrying out government and development tasks as mandated in the ASN Law. The objectives to be achieved in this study are (1) to describe and analyze the policy implementation of the CAT system. (2) to analyze the CAT system meets the qualifications of skilled and competent employees. (3) to describe and analyze the inhibiting factors in the implementation of the CAT system policy in the Sidoarjo Regency Regional Civil Service Agency. The method used is a qualitative research method. Every process of implementing the CAT system policy in selecting candidates for ASN candidates in the work environment of the Sidoarjo Regency Personnel Agency, considering that in every activity carried out involving human elements and resources that are interrelated with one another. With the existence of the Computer Assisted Test (CAT) system, it can meet the qualifications of skilled and competent ASN Employees, and the practice of KKN (Corruption, Collusion and Nepotism) can be avoided. Relating to the strengths and weaknesses of the old system (LJK) with the new system (CAT). CAT system, the test results can be immediately known at the same time that is installed on the monitor layer. While the LJK system for the results of the exam was not known by the participants and only the executive committee knew
