Abstract
Along with the development of science and technology over time, the needs of human life are increasingly growing as well. Not only the need for boards, clothing, food, health and education only. The need to beautify or beautify yourself is now a top priority in supporting daily appearance. A woman's desire to always look beautiful is widely used by irresponsible business people by producing or trading cosmetics that do not meet the requirements or rules that exist to be circulated to the public. This study analyzes a problem where the problems include, how is the legal protection for consumers against the circulation of illegal cosmetics and secondly what is the form of accountability for businesses that market and issue illegal cosmetic products
