Abstract

The revitalisation of Turi Baru Market in Surabaya City was conducted in response to the unfit condition of the market after a fire in 2007. This study aims to analyse the implementation of revitalisation, its impact on the socio-economy of traders, and the optimisation of government policies in the program. Qualitative research method with descriptive approach, using purposive sampling to select informants. Data were collected through interviews and documentation, and analyses included data reduction, presentation, and conclusion drawing.The results showed that the revitalisation of Pasar Turi Baru involved various stages, from planning to reopening the market. This revitalisation includes physical changes to market buildings, facilities, and amenities, as well as non�physical changes, such as traders' rights and obligations, placement, financing, market management services, social interactions, and traders' income. Despite the success of the revitalisation, there are still some obstacles faced, such as not optimal land utilisation, not optimal facilities, poor toilet cleanliness, difficult access to capital loans for traders, and the influence of events and promotions, but the revitalisation of Pasar Turi Baru has had a positive socio-economic impact on traders, such as increased business viability, comfort, increased employment opportunities, and the transition to legal trader status. However, the revitalisation also brought negative impacts, such as decreased revenue and higher operational costs. To maximise the benefits of revitalisation, Pasar Turi Baru implemented several measures, such as hiring experienced workers, implementing an effective financial programme, following professional standard operating procedures (SOPs), providing training for market management employees and traders, and ensuring regular maintenance of market facilities.
