Abstract
The government (every agency) has many public policy issues, even every year can change (decrease / increase). Issue management / management is part of the duties of a Public Relations in an agency, which becomes very important for an institution's sustainability. Issue management is a tool that can be used by agencies to identify, analyze, and manage various issues that come to the surface and react to various issues that arise in the public. Communication strategies in essence are planning (planning) and management (management) to achieve a goal. In addition to the direction it must also be able to show operational tactics. By knowing potential issues, the government carries out two public communication strategies, namely the management of public issues carried out by monitoring the media and analyzing public issues and raising public issues as news material in government media. The government's communication strategy can be said to be effective if the results of the analysis of public issues are in line with media coverage in the government .. The purpose of this study was to obtain a description of how the East Java Government Public Issue Management Communication Strategy. This research method is qualitative descriptive. Data was collected using in-depth interviewing techniques to parties involved in program optimization in realizing the quality of public servants and to the community. whereas documentation techniques are used to obtain valid data or images in the field. If management issues are defined as structured and planned efforts to manage information to fit a particular perspective with the public through the media, then media monitoring is a tool to measure the extent to which the issue's management is successful. To find out the success of monitoring a management issue is the message appears in the media or not, then the message is consistent with framing or not. Conventionally, it is done by searching for certain keywords in media coverage, and clipping the news in question. With the development of technology, monitoring can be done by computerization.
