Abstract
The city of Surabaya is one of the cities that implements empowermentbased poverty reduction programs to improve the quality of life of its people,especially women through basic skills training for housewives to form small businesses to improve family welfare. The research objective is to describe and analyze the implementation of the policy on women's empowerment in the economic field in Surabaya as well as supporting and inhibiting factors in implementing the policy. This study uses a qualitative descriptive research method. Data collection techniques in this study were carried out through interviews and documentation. The results of the research that have been carried out show that the implementation of the policy on women's empowerment in the economic field was carried out in stages from the Population Control Office, Women's Empowerment, Child Protection (DP5A) in Surabaya which carried out independent business incubation training and mentoring programs. This program has been running well but there are still some obstacles when implementing the program including the lack of community participation in the implementation of independent business incubation and the lack of human resources of assistants.Furthermore, the Cooperative and UMKM Service only continues by providing facilitation in the form of free business legality, besides holding bazaars so that SMEs can easily market the products they produce. Supporting factors in the implementation of this program include the existence of government commitments, community support,coordination between institutions and the existence of budgets provided for women's empowerment. While the inhibiting factor is the low participation of the community, and the availability of human resources. To overcome these obstacles, several efforts have been made, namely picking up the ball or "going to the residents", giving facilities, and also distributing tasks to overcome the lack of human resources.
