Abstract

Structuring and Empowering Street Vendors (PKL) in the Ampel Religious Tourism Area is carried out in accordance with its policies due to the flourishing of the informal sector. The actual Religious Tourism Area should not have street vendors selling along the road until now there are still street vendors selling on the roadside. Therefore, the policies that have been implemented need to be reevaluated by the relevant government in order to be able to take the desired results from all parties. The theory used in this study is a theory regarding the evaluation of policies proposed by William N. Dunn in the book Introduction to Public Policy. The criteria for evaluating public policy according to William N. Dunn are Effectiveness, Efficiency, Adequacy, Paragraph, Responsiveness, and Accuracy. The method used in this study is descriptive method with a qualitative approach. To obtain the required data, the researcher used interview techniques, observation at the location of the study, and documentation. The technique of determining informants used by researchers is the technique of determining informants by purposive sampling aimed at the apparatus, and accidental sampling aimed at street vendors. The results of this study indicate that the evaluation of the policy of structuring and empowering street vendors in the tourist area of the Ampel religion, which is still being carried out, has not achieved good results. Because there are some parties who feel aggrieved from the application of policies especially PKL and the lack of overall policy dissemination to be known and understood by all parties.
